Consumer Assistance Program Operations Manual and Training

The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California's air quality. CAP offers consumers who own a vehicle that cannot pass its biennial (every other year) Smog Check inspection up to $500 in financial assistance toward emissions-related repairs. The program also offers consumers $1000 to retire a qualified vehicle. Consumers meeting low income eligibility requirements may receive $1500.

Under an agreement with CAP, STAR Test-and-Repair stations offer state-subsidized repair assistance to qualified consumers. Stations must comply with the provisions of the CAP Operations Manual while conducting repair assistance transactions.
